Minimum order quantity (MOQ) explained for agri buyers sourcing from China
What a minimum order quantity measures, why Chinese manufacturers set it, and how a first-time importer in Türkiye can start with a smaller order.

Short answer: MOQ means minimum order quantity: the smallest order a manufacturer accepts for one product. Chinese factories set it to cover setup costs, raw-material lots and print runs. For agricultural inputs it is set in tons, containers, pieces or machine sets. You can often negotiate it once you know what drives it.
If this is your first order of fertilizer, pesticides, packaging or a machine from China, MOQ is often the first number that stops the deal. This guide explains what the number measures, why it exists, and how a first-time importer in Türkiye can start smaller without breaking Turkish import rules.
Why MOQ matters when you buy from China
MOQ decides how much money you commit before you have sold anything. A first-time importer wants a small test order. A factory wants a full production run. Most first negotiations happen in the gap between those two numbers.
In agricultural inputs the gap is often wider than in consumer goods. Fertilizers and pesticides are made in batches, bags and bottles are printed in runs, and machines are built to a specification. Each step has a fixed cost that the factory wants to spread over enough volume.
MOQ also shapes the rest of the order: the deposit, the freight and your stock risk at home. On Zelenberg you can send one free request for quotation and compare the MOQs of several manufacturers side by side. Once the quantity is agreed and the contract is signed, a China sourcing agent can run the order for you up to the shipping documents.
How MOQ works
A manufacturer does not pick an MOQ at random. It comes from costs that do not change with the size of your order.
Setup and changeover. Cleaning a blending line, a reactor or a filling machine between products takes time and material.
Raw-material lots. The factory may have to buy a full lot of a raw material, even for a small order.
Packaging print runs. Custom-printed bags, labels and bottles need plates or cylinders, and each run has its own minimum.
Shipping units. Many factories think in full pallets or a full container, because that is how they load and invoice.

Manufacturers express MOQ in different ways (Shopify, 2026):
By quantity: tons, pieces, sets or containers.
By value: a minimum order value instead of a quantity.
Per item: a minimum for each grade, size or print design.
In multiples: full cartons, pallets or containers only.
Tiered: a higher minimum for new buyers, which may fall after a few paid orders.
Always ask which one the factory means. "MOQ 1 container" and "MOQ 1 container per grade" are very different orders.
What Turkish import rules add to the minimum
Turkish rules decide how small a first order can be in practice. They do not set an MOQ, but they add files, labels and timing that every order must carry.
Fertilizers: one registration per product. The importer needs a company licence, and each product needs its own registration before import (Gübre Piyasa Gözetimi ve Denetimi Yönetmeliği, Art. 12 and 13). Every extra grade in a mixed first order means another registration file.
Fertilizers: samples follow a lighter route. Each import needs a conformity letter. Lots under 50 kg or 50 L, and products for laboratory or trial use, get a ministry letter instead (Art. 16). That route suits samples, not a first commercial order.
Fertilizers: printed packs. Packs carry the registration and licence numbers, a barcode and the approved label (Art. 24). Labels must be in Turkish or carry a Turkish translation (Kimyevi Gübrelere Dair Yönetmelik, Art. 13). Bags for Türkiye are printed for your order, and the bag printer has its own minimum.
Pesticides: the ruhsat decides. Only the ruhsat holder can import a finished product, and the pack size must match the size in the ruhsat (BKÜ İthalatı Hakkında Yönetmelik, Art. 6 and 8). A smaller trial pack that is not in the ruhsat can block the shipment.
Pesticides: three notice windows. The ruhsat holder notifies imports in January, May and September, each notice covering the next four months (Art. 5). Plan a small first order inside a window.
Machines under your own brand. From 20 January 2027, a seller whose brand is on the machine counts as its manufacturer under Türkiye's machinery safety regulation.
Example: a first NPK order for Türkiye
An illustrative example, not a Zelenberg order record.
A distributor in Türkiye wants to test one NPK grade before the spring season. The factory quotes an MOQ per grade that is larger than the distributor planned to test.
The distributor also wants its own brand on the bags. That changes the order. The bags must carry Turkish label details and the registration number. So they are printed for this order, and the bag printer has its own minimum. The distributor now has two minimums to meet.
These questions move the deal:
Is the MOQ per grade, or per order?
Can a second grade share the same container, and is it already registered in Türkiye?
Can the factory hold printed bags for the next order?
Is a higher unit price possible for a smaller first batch?
The distributor registers one grade first and sends a sample of it under the lighter route. The full first order follows once the grade sells.
How MOQ usually looks for each product group
The unit and the driver below describe how factories in each group usually set MOQ. Every factory sets its own number, so compare quotes rather than relying on a typical figure.
Product group | Usual MOQ unit | What drives it |
|---|---|---|
NPK fertilizers | tons or containers, per grade | batch size, bag printing |
Liquid fertilizers | liters or tons, per formula | batch size, bottle and label run |
Pesticides (formulated) | liters or kilograms, per formulation and pack size | batch size, registered pack size, label run |
Agricultural machinery | units or sets, per model | build to specification, export packing |
Bags, plastic bottles and drums | pieces, per size and print design | mold or print cylinder setup |
Packaging machinery | units, per model | build to specification |
Common mistakes with MOQ
Reading MOQ as a total. Many factories set MOQ per grade, size or design. Ten grades at one MOQ each can be ten times the order you planned.
Asking for "lower MOQ" without asking why. If the driver is a print run, a plain bag with a printed label may solve it. If it is a batch, a second grade in the same container may solve it.
Ignoring the pack size in the ruhsat. A pesticide pack that is not in the product's ruhsat can stop the conformity letter, however small the order.
Treating the sample as the first order. A sample shows what the factory can make, not what a full batch will look like. Agree a reference sample before production starts.
Splitting the order across too many factories. A lower MOQ at three factories can cost more than one full order at one factory. Freight, checks and paperwork add up.
How to ask for a smaller first order
Ask anyway. MOQ is often a starting position.
Offer a higher unit price for a smaller first batch, to cover the setup cost.
Propose a trial order with a written plan for the next order.
Keep the full MOQ but split delivery into two shipments, if the factory can store the goods.
Use standard packaging for the first order, if your registration and label rules allow it.

Questions and answers
Is MOQ negotiable with Chinese manufacturers?
Often, yes. MOQ is usually a starting position. Ask what drives it: the batch, the raw material, the print run or the container. Then offer a fix for that driver, such as a higher unit price, standard packaging or a second grade in the same container.
Does MOQ apply to samples?
Usually not. Most factories send samples outside the MOQ, sometimes for a fee and freight. In Türkiye, fertilizer lots under 50 kg or 50 L follow a lighter route with a ministry letter (Art. 16 of the fertilizer market surveillance regulation). Confirm with your customs broker.
Can I mix products to reach the MOQ?
Sometimes. Some factories accept several grades or sizes in one container if each meets a smaller minimum. Get the answer in writing in the proforma invoice. For fertilizers, each grade also needs its own registration in Türkiye.
Can I import a smaller pesticide pack to test the market in Türkiye?
Only in a pack size that the product's ruhsat already lists, and only through the ruhsat holder. Check the registered pack sizes with the ruhsat holder, and confirm with your customs broker.
